kami 879672a47d feat(recovery): failure-ticket routing + review-gate RECOVER + return-to-sender
Retry-agency invariant: a stage may only retry a gate it has the capability
to change. A write-less stage failing a build/contract/static gate (e.g.
freestyle final_verification with allowedTools=[shell]) can never fix it, so
retrying in place is futile until the budget drains (Vikunja #41).

Instead: open a FailureTicketOpenedEvent (category + requiredCapability derived
deterministically from the gate id, no LLM) and route to a recovery stage that
holds the capability, bounded by a small per-stage route budget.

- Slice 2: SalvageDecision.RECOVER (ternary CONTINUE/RECOVER/FAIL) lets the
  review-gate salvage judge hand off to recovery. Shared routeToRecovery()
  unifies the deterministic agency guard and the judge on one destination;
  decideGateExhaustion now returns StepResult?.
- Return-to-sender: recovery's exit is dynamic (recoveryReturnMove) — it goes
  back to the exact ticket-origin stage to re-run its gate, so a write-less
  gate anywhere in the graph is handled without skipping intervening stages.
  The synthesized recovery->terminal edge is now only a no-ticket fallback.
- Freestyle wiring: ExecutionPlanCompiler injectRecovery flag (Main passes
  true) synthesizes a write-capable recovery stage; ticket evidence reaches it
  via buildRecoveryTicketEntry.
- Read-only tools always present: StageConfig.effectiveAllowedTools adds
  file_read/list_dir to any tool-granting stage (fixes the verifier reaching
  for `shell ls -R` to inspect the tree).

Tests: RecoveryRoutingTest (deterministic gate, no static return edge — proves
dynamic return) + GateRetryBudgetExhaustionTest RECOVER case + two compiler
tests. All green; detekt clean.

kami 79e2c38a88 feat(retry): per-gate retry budgets + progress-aware charging + hybrid salvage
Replaces the single shared per-stage retryCount (reset on TransitionExecuted,
shared across all post-stage gates) with a per-gate budget. Motivated by run
2e468f9f, where a promising freestyle run was terminally FAILED because the
contract gate burned all 3 shared retries on one trivial miss before the
semantic-review gate ever ran.

- StageExecutionResult.Failure gains a `gate` id; each gate tags its failures.
- OrchestrationState gains gateRetryBudgets / gateFailureFingerprints /
  gateSalvageUsed (all rebuilt from events, reset per-stage on TransitionExecuted).
- FailureFingerprint normalizes+hashes the failure reason; RetryCoordinator.decide
  charges a gate's budget only when the fingerprint is unchanged (no progress),
  so a moving run is never penalised. Returns Retry | Exhausted.
- Hybrid exhaustion: deterministic gates fail; the review gate consults a
  SalvageJudge (LLM, or a deterministic allow-one-reset fallback), recorded as
  RetrySalvageDecidedEvent (invariant #9). CONTINUE resets the gate budget once;
  a second exhaustion is terminal.
- Review gate is now the sole authority on review-retry termination; the old
  REVIEW_BLOCK_RETRY_CAP is repurposed as a high absolute backstop only.
- ServerModule escaped-exception path now records a truthful terminal
  WorkflowFailed (real stage/reason/retryExhausted) via recordUnhandledFailure.

Tests: DefaultRetryCoordinatorTest (fingerprint charging) +
GateRetryBudgetExhaustionTest (deterministic exhaust / review CONTINUE-then-
terminal / review FAIL / null-judge fallback) + reducer coverage.

kami 33ea44d8cc feat(context): required/optional bucket split, budget ceilings, grounded handoffs
Context rework from the 2026-07-05 context-poisoning diagnosis (session
6ca236c4 read-loop):

- ContextBucket on ContextEntry: REQUIRED (task, constraints, needed
  artifacts, failure feedback) is never pruned/compressed/dropped; the
  build fails fast (RequiredContextOverflowException -> non-retryable
  stage failure) if required alone exceeds the stage budget.
- OptionalCeilings: per-sourceType token caps for the optional block
  (repoMap 1200, relevantFiles 1600, journal 800, profiles 400/600,
  vocabulary 400), tuned for the 9-26B tier at 16k; enforced by
  truncation (journal keeps its tail, others their head).
- Repo map is now a structural 'what exists' listing (alphabetical,
  per-directory, no recency ranking, no symbols); .md/docs paths are
  gated behind an explicit docs mention in the stage prompt — retrieval
  hits remain the only other path for docs to enter context.
- file_written needs render as a manifest of ALL files the producing
  stage wrote (projected from ArtifactContentStored -> ToolInvocation
  -> FileWritten events), fixing the last-write-wins collapse; content
  stays lazy behind file_read.
- Decision journal folds a stage's RETRY records into one summary line
  once a later transition leaves that stage (render-time only).
- Dedupe retrieved-file lines in buildRelevantFilesEntry.

kami 595ec187bc refactor: rename the router subsystem to Talkie
The 'router' name was misleading — it's the always-on conversational front-end
(CHAT triage + STEERING into a running workflow), not a routing layer, and it's
distinct from InferenceRouter. Rename core:router -> core:talkie, package
com.correx.core.router -> com.correx.core.talkie, and RouterFacade/Config/State/
Repository/ContextBuilder/Projector/Reducer/Response -> Talkie*. Config section
[router] -> [talkie] (legacy [router] still read as fallback).

Persisted wire formats are preserved: ChatTurnRole.ROUTER and the
RouterNarrationEvent @SerialName("RouterNarration") stay, so existing event
logs still replay. RouterNarrationEvent the class is now TalkieNarrationEvent.

kami 2698971082 fix(kernel): de-dup tool events, restore approval diff, break read-before-write deadlock
Three tool-path correctness fixes:

- Tool-execution events were emitted twice — SandboxedToolExecutor and
  SessionOrchestrator.recordToolExecution both emitted Completed/Failed/
  FileWritten per call (double TUI rows, double-counted metrics). Split
  ownership: orchestrator is the sole recorder of Completed/Failed (truncates
  output, drives the read-before-write gate); executor owns Started +
  FileWritten (pre/post-image hashes it alone can capture).

- computeToolPreview still gated on operation == "write", but file_write lost
  its operation param when delete was split out, so it bailed to raw-args for
  every write (approval card showed raw JSON). Drop the dead guard.

- A file_read blocked by REFERENCE_EXISTS can never complete, so it could never
  lift read-only mode: a stage writing a NEW file deadlocked (writes filtered,
  every read of the not-yet-created target blocked) until MAX_TOOL_ROUNDS.
  Lift read-only on a REFERENCE_EXISTS block, and reword the block message to
  tell the model to file_write directly. Regression test added.

kami 18cbd34739 fix(kernel,tools,workflow): session-robustness QA sweep
Uncommitted work from the session-robustness-and-dox branch sweep
(docs/qa/QA-session-robustness-and-dox.md), verified alongside the
compression/context fixes:

- SandboxedToolExecutor: validate tool args centrally before dispatch. A
  malformed/missing-arg call becomes a recoverable ERROR: (surfaced with the
  tool's arg schema so the model can correct + retry) instead of stranding
  the stage with no artifact. + validation test.
- PlanLinter: seed artifacts (analysis) produced by the planning phase count
  as available producers, so a plan stage that `needs` them isn't flagged as
  an unproduced-need; H1 unproduced-needs + trap-state checks. + tests.
- DefaultSessionOrchestrator: live-QA robustness fixes (event-tail /
  per-stage budget + retry handling).
- workflow prompts/configs: DOX AGENTS.md alignment + freestyle/task/role
  prompt tweaks.
- SessionOrchestratorIntegrationTest: coverage for the above.
- FreestylePlanningWorkflowTest: allow list_dir in analyst tools (follows the
  list_dir wiring in 968cbfa).
- QA plan doc for the branch sweep.

- build() is now suspend: pipeline runs all stages in fixed order, each gated by level
- TOKEN_PRUNE (level 3): TokenPruner interface + LLMLingua-2 sidecar (sidecars/llmlingua)
  + HttpTokenPruner adapter (fails open if sidecar down); prunes freeform, preserves
  protected spans, skips tier-0 turns when TIER_SPLIT on
- TOME_MERGE (level 8): ToMeMerger collapses near-duplicate freeform turns (Jaccard)
- Stage 5 selection: RelevanceScorer + EmbeddingRelevanceScorer (cosine over Embedder);
  query-conditioned reorder so least-relevant freeform drops first under budget
- [orchestration] compression_level + token_pruner_url config, wired in Main
- suspend ripple fixed across builder callers/stubs

kami 1cb7fec677 feat(kernel): read-only mode after read-before-write + mandatory task-decompose gate
Two orchestrator tool-gating behaviors (both touch SessionOrchestrator):

- Read-only switch: when a tool call is BLOCKed with READ_BEFORE_WRITE, derive a
  read-only mode from the event log (block until a later FILE_READ completes) and
  withhold FILE_WRITE tools from the next inference turn(s), so a weak model is
  pushed down the read-then-write path instead of looping on the blocked write.
- require_task_decompose stage flag (TomlWorkflowLoader) + owesTaskDecompose guard:
  a stage so marked cannot stage_complete until a task_decompose/task_create has
  succeeded this stage. New task_planning workflow + prompt are the first consumer
  (decompose-only: swoop codebase, emit a parent + DEPENDS_ON task graph, stop).

kami 3e94d7fbff merge: integrate feat/backlog-burndown into master
master had advanced 16 commits past feat/backlog-burndown's base, and the two
branches independently built four of the same features. Resolved 26 conflicts.

Overlap features — kept master's implementation (more complete / production-wired /
more robust), dropped the feature branch's parallel constellation:
- llama-server health probe: kept master's event-store-backed tps probe; dropped the
  branch's LlamaLivenessClient (liveness-only, throughput unwired).
- event-store probe: kept master's EventStoreHealthProbe; dropped EventStoreLatencyProbe.
- brief echo-back gate: kept master's BriefEchoDiff (Jaccard, tolerates rewording);
  dropped the branch's exact-set-diff BriefEchoComparator/Extractor.
- static-first reviewer: kept master's command/exit-code gate (ProcessStaticAnalysisRunner,
  wired); dropped the branch's structured-finding static_check stage (no-op seam).
  Its structured-findings model is filed as a follow-up in BACKLOG.

Feature-branch net-new work brought in and kept (master had none):
- native task tracking (aggregate, agent tools wired into analyst/implementer/reviewer,
  dependency graph + gates, decompose, REST/CLI, TUI task board)
- critique-outcome producer (role-rel §6 — master had deferred it)
- stage-level plan checkpointing (C-A2, folded into runPostStageGates)
- CLAUDE.md/AGENTS.md L0 standing context
- cross-session grants + TUI (grant scopes/revoke, @ picker, session resume browser)

Verified: full Gradle compile (all modules + tests) green; tests pass for core:events,
core:kernel, infrastructure:workflow, apps:server, apps:cli, testing:integration; tui-go
go build + go test green.

kami e46777e29f kernel: deterministic static_check stage (§B-§5) + critique-outcome producer (§B-§6)
Two reviewer-reliability tracks, both deterministic and unit-verified (no model/network).

§B-§5 — static_check stage seam. The StaticAnalysisRunner + StaticFindingsRecordedEvent +
reviewer-context filter already existed; what was missing was a stage that runs the tool and
emits the event. Added:
- StaticCheckStageExecutor: reads stage metadata (static_tool/static_argv), runs the configured
  command via StaticAnalysisRunner, returns a StaticFindingsRecordedEvent. No-op (empty findings)
  when no runner is wired or no command is configured — safe to carry unconfigured.
- A deterministic-stage seam in DefaultSessionOrchestrator.enterStage: any stage with
  metadata["stage_type"] == "static_check" is run by the executor instead of the LLM subagent,
  then advances on its (unconditional) exit edge.
- TomlWorkflowLoader: stage_type/static_tool/static_argv fields → StageConfig.metadata.
- role_pipeline.toml: a static_check stage between implementer and reviewer (no-op until
  static_argv + a CommandRunner are set; activation is live-QA-gated, see StaticAnalysisRunner doc).

§B-§6 — critique-outcome producer. The CritiqueFinding type + CriticCalibrationProjection existed
but nothing fed them. Added:
- CritiqueFindingsRecordedEvent (+ CritiqueVerdict): the producing side — a critic's findings +
  verdict for one review iteration, carrying modelHash for per-model calibration.
- CritiqueOutcomeCorrelator: pure loop-resolution logic deciding UPHELD (fixed between rounds) /
  DISMISSED (persisted into an approved final) / INCONCLUSIVE (open at a non-approved terminal),
  per critic (role + modelHash) and per finding id.
- A hook in completeWorkflow/failWorkflow that correlates recorded findings into
  CritiqueOutcomeCorrelatedEvents at loop resolution — no-op when none recorded, idempotent.
  (LLM-side finding emission stays a separate model-gated activation.)

Tests: StaticCheckStageExecutorTest (4), StaticCheckStageTest integration (1, fake runner →
event + transition), CritiqueOutcomeCorrelatorTest (8), CritiqueCalibrationWiringTest integration
(1, seeded findings → outcomes at completion), updated RolePipelineWorkflowTest. Full suites for
core:events/kernel/critique, infrastructure:workflow, testing:integration green; detekt clean.

kami 939331d895 feat(kernel): producer-exit clarification loop
When a stage produces an LLM artifact carrying a non-empty questions
array, the orchestrator parks the run, records ClarificationRequested,
awaits the operator's answers (submitClarification seam), records
ClarificationAnswered, injects the answered Q&A as an L2 USER entry, and
re-runs the same stage so the questions are resolved by the role that
asked them. Runs on a dedicated pendingClarifications map and the
enterStage success-branch loop, so a clarification round never consumes
the failure-retry budget; capped at three rounds. Integration test covers
the happy path and the cap.

kami 1976d8ad2b test(replay,integration): repo-knowledge replay derivation + state-keyed scan reuse
Adds two test files to prove B4/B3 invariants end-to-end:

- RepoKnowledgeReplayTest (testing/replay): projection-based replay tests that
  verify recorded RepoKnowledgeRetrievedEvent drives relevantFiles context assembly
  without consulting a retriever (test A), and that a log without the retrieval event
  falls back to the RepoMapComputedEvent legacy path (test B).

- RepoMapReuseIntegrationTest (testing/integration): end-to-end test using the real
  ProjectMemoryService + L3RepoKnowledgeRetriever + InMemoryL3MemoryStore proving
  exactly one index walk across two sessions sharing the same stateKey, and that the
  second session receives non-empty repo hits via the shared L3 embeddings despite
  having no per-session RepoMapComputedEvent.

New test deps (noted per constraint):
- testing/replay: adds core:context (needed to import ContextLayer/ContextEntry from
  the buildRelevantFilesEntry return type).
- testing/integration: adds apps:server (ProjectMemoryService, L3RepoKnowledgeRetriever,
  FakeWorkspaceStateProbe), core:router (InMemoryL3MemoryStore), core:config (ProjectConfig).
  No new inter-core or upward production dependencies introduced.

kami fba2bbb17e fix(kernel): llm-emitted artifacts require stored content — close phantom path
emitLlmArtifacts previously emitted ArtifactCreated/Validating/Validated for every
llm-emitted slot unconditionally, fabricating "validated" artifacts when the model
produced no content. Gate now mirrors the F-015 file_written check: slots with null
or blank cached content are skipped with a warn log. Regression test added in
NeedsArtifactInjectionTest verifies no artifact events appear for a blank-response stage.

kami bb70c94a99 feat(kernel,events): freestyle graph re-routing — deterministic override core
Implements the replay-safe half of preemptive redirect (graph re-routing). An
operator-confirmed PreemptRedirectEvent overrides the resolver's edge at the next
transition boundary; the pure resolver stays untouched.

- PreemptRedirectEvent / PreemptRedirectBlockedEvent (+ serialization registration)
- TransitionExecutedEvent + TransitionDecision.Move gain optional redirectId — the
  durable 'consumed once' marker
- PreemptRedirect.decide: pure decision over the event log (override / block / none),
  so replay reaches the identical outcome without re-classifying (invariant #8)
- override wired in DefaultSessionOrchestrator.step above resolveTransition; back-edge
  jumps count against the existing maxRetries cap via executeMove
- blocks jumps to unknown stages or targets with unsatisfied needs
- DomainEventMapper: redirect events mapped to null (operator surface ships with the
  LLM-proposal + approval-confirm front-half)
- tests: override+consume-once, block-on-needs, block-on-unknown, ignore-consumed

Front-half (LLM proposal -> approval-gate confirm -> emit PreemptRedirectEvent) is
deferred; needs live LLM verification. Until it ships no redirect event is emitted in
production, so the override is inert. Spec: docs/plans/2026-06-10-freestyle-graph-rerouting.md

kami 89487db72a fix(kernel,router): rehydrate by CAS content hash (F-021) + narration budget
rehydrate() now scans ArtifactContentStoredEvent (the durable slot->CAS-hash
bridge) and fetches stored bytes by content hash, keying the cache by the
logical slot name. The slot name is never passed to the hash-keyed CAS, so the
odd-length-hex crash is gone and artifact content is restored on cold-start
resume. RehydrateTest reworked to use a content-addressed fake store (slot name
!= content hash) so it actually exercises the bug. Replay (#8) is unaffected —
rehydrate is live-resume-only.

Also bump router narration maxTokens 1024 -> 4096: reasoning models were
spending the whole budget thinking and emitting empty content (finishReason=
length), so narrations never reached the TUI.

Removes the stale TUI-refactor progress doc.

  'PRIORITY DIRECTIVE' summary, pre-lock stay STEERING.
- SessionOrchestrator.buildSteeringNoteEntries: post-lock notes surfaced as
  pinned L0/SYSTEM 'PRIORITY DIRECTIVE' entries ahead of the plan; pre-lock
  keep L2. Graph re-routing intentionally deferred (priority surfacing only).
- Tests: PreemptSteeringJournalTest, SteeringPreemptionTest.

- DefaultSessionOrchestrator: enterStage gates on requiresApproval
  (idempotent via resolved-approval lookup), preview derived from the
  gated stage's needs artifact; validatedArtifactContent accessor.
- FreestyleDriver: compiles validated plan, emits ExecutionPlanLockedEvent,
  runs phase 2 in-session via a runPhase2 seam; wired through ServerModule
  + Main (execution_plan kind registered).

kami 1b9896d2fa feat(kernel): SubagentRunner seam for stage dispatch
Extract a SubagentRunner fun-interface (SubagentRunRequest/SubagentRunResult)
and an InSessionSubagentRunner default that delegates to the existing
executeStage path, with per-run effectives captured in the lambda closure so
the seam stays free of the internal RunEffectives type.

DefaultSessionOrchestrator.enterStage now dispatches through subagentRunner.run
instead of calling executeStage inline; effectives threading is dropped from
run/step/executeMove/enterStage/resume. ReplayOrchestrator supplies its own
runner. Behaviour is identical — RefinementLoopTest and full check stay green.

kami 63e5bcea93 feat(kernel): inject needs-artifact content into stage context
Stages declaring needs=[...] now receive each needed artifact's validated
JSON (from artifactContentCache) as an L1/USER neededArtifact context entry,
so a one-shot subagent sees its inputs.

Also emit llm-emitted artifact lifecycle events (Created/Validating/Validated)
on successful validation via emitLlmArtifacts, closing a latent gap where
verifyProduces would fail for stages producing only an llm-emitted artifact.
Events are emitted only after validation passes, preserving invariant #7.

kami 57cf6f09f4 feat(kernel): enforce stage allowedTools at tool-call dispatch
A stage's allowedTools only shaped which tool definitions were offered to
the model; the dispatch path resolved returned tool calls straight from the
full registry and executed them without checking stage membership. A
hallucinated, jailbroken, or edited-transcript tool call for any registered
tool would run unchecked (violating invariant #5 / policy-is-absolute).

dispatchToolCalls now rejects any tool call whose name is not in the stage's
allowedTools (STAGE_COMPLETE_TOOL exempt), emitting ToolExecutionRejectedEvent
and feeding an error ContextEntry back to the model instead of executing.
Empty allowedTools means deny-all domain tools, consistent with offering
only STAGE_COMPLETE_TOOL at inference time.

kami d8e36b8282 feat(kernel): make approval steering actually affect the run
A steering note attached to a tool approval was recorded but only
consumed by the NEXT stage's prompt build (buildSteeringNoteEntries runs
once, before the tool loop), so on a single-stage task it had no visible
effect. Two changes:

- Approve+note: capture userDecision.userSteering at the gate and inject
  it as a context entry right after the tool result, so the same stage's
  loop re-infers with the note and the model acts on it.
- Reject: buildSteeringNoteEntries now also emits anti-repeat feedback for
  REJECTED decisions with no note, so the model does not re-propose the
  identical call on the retryable re-run (a bare reject previously fed
  back only "approval denied").

Integration test drives an approval with a steering note and asserts the
next inference's context carries it.

kami b2f60d09bb feat(workspace): per-session workspace-scoped tools, policy, and undo
Compute the effective tool registry/executor and plane-2 WorkspacePolicy per run
from config.workspace (effectivesFor), threaded through the orchestrators; a null
workspace falls back to the boot instances byte-for-byte. Wire the concrete
WorkspaceToolRegistryProvider in Main (buildToolConfigForWorkspace). Session undo
unions the session's recorded workspace into its jail roots. (Axis 2 Phase A, tasks 3 + 7.)

kami d1dc9e2f5c fix(kernel): require tool activity for produce-less stage completion
A stage declaring no `produces` passed verifyProduces vacuously, letting an
agent stage_complete with zero work. Gate on allowedTools: a produce-less stage
with tools available must have >=1 ToolInvocationRequestedEvent scoped to its
stageId, else Failure(retryable). Produce-less + no tools is exempt (only
stage_complete is ever offered), so pure-reasoning stages aren't bricked.

DefaultContextPackBuilder already enforced the token budget, but SessionOrchestrator discarded the entriesDropped signal at both build sites — overflow was enforced yet unobserved. Emit ContextTruncatedEvent when entriesDropped>0, matching the router path (open-threads 6.2 contract).

kami d03479cea7 feat: tool-declared output compression (Tier A)
Tools can declare how their output is compressed before it enters the
context pack, replacing uniform handling. Open-threads 6.3 / ADR-0003.

- core:tools/compression: ToolOutputCompressor interface,
  IdentityCompressor default, declarative OutputCompressionSpec +
  CompressionRule (StripBlankLines, StripLeadingWhitespace,
  DropMatching, HeadTail), and the pure DeclarativeCompressor engine
  (regexes compiled at construction; bypassOnError passes raw on
  non-zero exit; never throws on input).
- Tool gains `outputCompressor` (default IdentityCompressor). FileReadTool
  strips blanks + leading whitespace; ShellTool strips blanks + head/tail.
- SessionOrchestrator applies the resolved tool's compressor on the
  ToolResult -> ContextEntry path only. Raw output stays authoritative
  in the event log (invariant #6); compression is a pure function of
  (raw, exitCode, spec), so no new event and replay stays deterministic.
- Spec is @Serializable/config-shaped (JSON round-trip tested). No
  custom-tool-from-config path exists today, so first-party tools wire
  in code; TOML-declared compression rides along when that path lands.

Tier B (format-aware parsers: failures-only test output, git-log oneline)
is a documented per-tool extension behind the interface, not built here.

Implements the full vertical slice for invariant #9 tool-call assessment:
- core:toolintent — new module with ToolCallRule seam, ToolCallAssessor,
  WorldProbe/FileSystemWorldProbe, WorkspacePolicy, PathContainmentRule,
  and RiskMapping (assessment → RiskSummary / AssessedIssue)
- core:tools — ToolCallAssessmentRecord + ToolInvocationRecord.assessment
  field; DefaultToolReducer handles ToolCallAssessedEvent (replay proof)
- core:config — ToolsConfig gains workspaceRoot + privilegedLocations;
  ConfigLoader parses both; DEFAULT_PRIVILEGED_LOCATIONS built-in
- core:kernel — OrchestratorEngines gains toolCallAssessor/workspacePolicy/
  worldProbe fields; SessionOrchestrator.dispatchToolCalls runs
  runPlane2Assessment before the tier gate: BLOCK → hard-reject without
  executing; PROMPT_USER → elevates tier into approval path with plane2Risk
  in the ApprovalRequestedEvent
- apps/server — constructs PathContainmentRule + ToolCallAssessor +
  WorkspacePolicy from config and wires them into OrchestratorEngines

Assessment is recorded as ToolCallAssessedEvent (environment observed once,
facts stored, replay reads events — invariant #9). Assessor and WorldProbe
are only invoked on the live orchestrator path, never in replay.

kami e8372e0643 feat: add MissingToolRule semantic validation
Flags when a workflow stage's allowedTools references a tool name that
is not registered in the tool registry (config drift), surfaced as a
non-blocking WARNING.

- Add ValidationContext.availableTools (nullable; null = registry
  unavailable, skip the check)
- MissingToolRule emits one MISSING_TOOL warning per (stage, tool) pair,
  deterministically ordered
- Populate availableTools from the ToolRegistry at the orchestrator
  construction site; wire the rule into the prod SemanticValidator

kami 32d15de034 refactor: merge cycle policy into semantic validation layer
Wire SemanticValidator into the production validator pipeline and
consolidate cycle-policy types under core:validation.

- Add SemanticValidator(CycleExitRule(requirePolicyForCycles=false))
  to the prod ValidationPipeline (no-op default, preserves behavior)
- Move CyclePolicy/Binding/Signature/Factory from core:transitions.policy
  to core:validation.policy (validation already owns ValidationContext)
- Rename CyclePolicyBindingRule -> CycleExitRule (issue code unchanged)
- Delete dead CyclePolicyResolver + PolicyValidation

kami 850c6df743 fix(build): resolve three failing tests across integration and tui modules
SessionOrchestratorIntegrationTest: wire approvalRepository into
OrchestratorRepositories constructor which gained the field in the kernel
refactor. TambouiKeyMapperTest: correct ctrl-h to alt-h — the mapper has
always placed ToggleApprovalOverlay under the Alt branch, not Ctrl.
SessionOrchestrator.emit: replace substring(0,7) with take(7) to avoid
StringIndexOutOfBoundsException when session IDs are shorter than 7 chars.

kami 3365208d3a chore(cleanup): remove dead Module stubs and unused imports; restore deferred files
Deletes 21 Module.kt scaffolding objects that were never wired into any DI
registry. Removes unused imports across 8 production and 3 test files.

Restores StageExecutor, CyclePolicyResolver, PolicyValidation, and
ReplayContractTest — these are deferred features, not dead code.

kami 219e2c762e feat(cas): content-addressed artifact store (steps 1–8)
New core:artifacts-store interface + infrastructure/artifacts-cas
implementation: segment files + SQLite index, Blake3 hashing,
group-commit fsync via flushBefore, recovery tail-scan, manual
compactor, and oldest-first disk-cap evictor.

Inference events now carry promptArtifactId / responseArtifactId;
orchestrators put bytes before emitting. SqliteEventStore wraps
its txn in artifactStore.flushBefore so segment data is fsynced
before the event commit, making the crash window non-corrupting
(TailScanner re-indexes orphan tail records on reopen).

Compactor and evictor are mutually exclusive via maintenanceMutex.
Step 9 (cloud sync) deferred to a later epic.
